How to Set Up Meta Business Manager? Step-by-Step Guide

If you are serious about running ads, handling multiple pages, or managing multiple client campaigns, setting up a proper Meta Business Manager account is non-negotiable.

Running ads directly from a personal profile works only until you need to manage access, add payment methods, track conversions, or onboard clients professionally.

Meta Business Manager gives structure and control. It separates personal from business assets, improves security, and reduces the chances of ad account restrictions.

It also makes collaboration easier. Designs get creative access, finance teams get billing access, and clients retain ownership of the brand assets without messy sharing.

In this blog, we will explore:

What is Meta Business Manager?

Meta Business Manager is Meta’s official workspace for managing everything related to Facebook and Instagram marketing (Pages, Ad Accounts, Pixels, Domains, Catalogs, and team access) without mixing it with your personal profile. Think of it as the control panel for serious advertisers and digital marketers.

If you are running ads directly from your personal account or boosting posts from a mobile phone, you are operating at a beginner level. Business Manager takes you into professional territory where you can:

  • Assign roles and permissions (designer, media buyer, finance, client, etc.)

  • Add and manage multiple assets from one dashboard

  • Keep billing and creatives separate from personal activity

  • Protect business assets during team changes or agency handovers

This matters even more because marketers often juggle multiple brands and multiple ad accounts. Without a proper Business Manager setup, things get messy, especially when payments fail during campaigns, GST needs to be added, or a client wants access to reports.

Most importantly, Meta Business Manager reduces dependency on personal accounts. If someone leaves the team or agency, the business does not lose control of assets.

Pre-Setup Checklist Before Creating a Meta Business Manager Account

Before you jump into setup, Meta expects a few basics to be in place. These sound simple, but most beginners get stuck here, especially with verification and billing later. Here’s what you need:

1. A Personal Facebook Account

Your Business Manager is linked to your personal profile for authentication. Don’t use secondary or fake accounts. Meta flags them quickly, and it creates verification issues.

2. Business Details

If you are a freelancer, just your name and contact number are enough. For brands/agencies, keep:

  • Business name

  • Website

  • Contact email

  • Address

3. Domain or Website (Optional, But Useful)

Domain verification is increasingly important for conversion tracking and ad attribution. If you run performance ads, you will eventually need it.

4. Access to the Brand’s Facebook Page & Instagram

Either as Admin or via the client. Without this, you can create the Business Manager, but you won’t be able to add assets.

5. Verification Documents (Indian Region)

Accepted documents include:

  • GST Certificate

  • Utility bills

  • Business registration docs

They are not always required upfront, but are useful for high-spend accounts, commerce features, business verification, and credit lines.

6. Payment Method

For Indian accounts, the most stable options are:

  • Credit Cards

  • Debit Cards

  • Net Banking

UPI is supported for some accounts, but is unreliable during heavy campaigns. GST can be added for ITC, which many businesses overlook.

How to Create a Meta Business Manager Account?

Setting up a Meta Business Manager account is straightforward, but beginners usually complicate it by skipping steps or mixing personal assets with client assets. Follow this sequence, and you will avoid most problems.

Step 1: Create Meta Business Manager

Go to business.facebook.com and click on Create Account. Log in with your personal Facebook profile and enter basic business details like your name, business name, email, and phone number.

Most beginners get confused here. They expect the Meta Business Manager to create a new brand account like Google Workspace. But, it doesn’t. Your personal profile acts as the authentication layer, while the Business Manager becomes the workspace for your Pages, ad accounts, and assets.

Once you complete the form, Meta will create a fresh Meta Business Manager account and redirect you to the dashboard.

Step 2: Add Your Facebook Page

Inside the dashboard, go to Business Settings > Account > Pages > Add.
You will see three options here:

  • Add a Page

  • Request Access to a Page

  • Create a New Page

If you are a freelancer or agency, I recommend using Request Access for client pages instead of adding them directly. It maintains ownership with the client and avoids disputes during handover.

Once added, the Page becomes a managed asset inside your Business Manager, making it easier to run ads, assign roles, and connect to Instagram later.

Step 3: Add Instagram Account

Go to Business Settings > Accounts > Instagram Accounts > Add.

And log in with the Instagram profile credentials. Meta will link it to your Business Manager so you can run ads, boost posts, and access insights.

If the Instagram account is connected to a personal Facebook profile instead of a Page, Meta may prompt you to switch it or convert the profile to a Professional Account first.

This matters a lot. Especially in niches like fashion, food, education, and real estate, where Instagram drives a major share of conversions and leads. Without linking Instagram, you miss out on cross-platform reporting and retargeting.

Step 4: Add and Verify Your Domain

Go to Business Settings > Brand Safety > Domains > Add.

Enter your website domain. Meta will give you three verification options:

  • DNS

  • HTML file upload

  • Meta-tag verification

Most brands choose meta-tag verification because it’s the fastest. Just paste the tag into the <head> section of your website and click verify.

Domain verification is not mandatory for Page Management, but it becomes critical when you run performance campaigns, track conversions, or use the Conversions API. It also prevents unauthorized advertisers from running ads using your domain.

Step 5: Add an Ad Account

Go to Business Settings > Accounts > Ad Accounts > Add.

You will get three options again:

  • Add an Ad Account (if you already own it)

  • Request Access (for client ad accounts)

  • Create a New Ad Account

For freelancers and agencies, Request Access is the safest route so the client retains ownership. For your brand, you can Create New.

While creating, Meta will ask for the time zone, currency, and payment method. If you are targeting India, set the currency to INR. Switching later is practically impossible.

Step 6: Add People, Roles, and Permissions

Inside Business Settings > People > Add.

Enter the email IDs of team members, clients, or collaborators and assign roles based on their responsibilities. For smooth workflows, use this breakdown:
